PA Child Care Policy Will Shut Down More Providers—Act to Stop It

Over the course of the COVID-19 crisis, OCDEL has been making child care subsidy payments based on the provider’s subsidy enrollment in March 2020. Effective Sept. 1, 2020 OCDEL will return to pre-COVID-19 procedures and subsidy payments will be based on actual attendance.

A new poll shows that 1/3 of responding child care programs will lose at least 1/3 of their revenue with the reinstatement of this policy.

How long can child care providers be expected to last with 1/3 less revenue?

COVID-19 has already forced child care programs into a series of impossible choices between health, safety, quality, and financial solvency. Chronically underfunded and operating with razor thin margins even before the pandemic, our child care system is in a crisis.
