The federal government’s response to this year’s hurricanes in Puerto Rico, Florida, and Texas has fallen far short of what communities need to recover. Oversight for contracted relief efforts has been lackluster, delaying emergency response, wasting billions of dollars, and leaving people in the dark — literally without power or other needs.
