CLASP Experts Reflect on 20th Anniversary of TANF, Provide Vision for the Future

Monday, August 22, marks the 20th anniversary of the enactment of the Temporary Assistance for Needy Families (TANF) program. In an article published by the Sargent Shriver Center for Poverty Law’s Clearinghouse Review, CLASP’s Olivia Golden recalls her role implementing welfare reform as assistant secretary of HHS in 1996 and explains what has changed in the 20 years since. Our director of income and work supports, Elizabeth Lower-Basch, recommends reforms to make the program more effective.
