Ninth Circuit Court Hands Down Ruling Refusing to Reinstate Executive Order Banning Refugees

On Thursday, February 9, the Ninth Circuit Court handed down its ruling refusing to reinstate the Executive Order Banning Refugees. This is a positive step on a long journey to rescind and dismantle the ban.

The Executive Order, as signed by the President, halts the refugee resettlement program, which has been a cornerstone of American foreign policy since 1975, for 120 days while the Department of Homeland Security and State Department review the program.

Implementation of the Executive Order puts refugee or non-refugee survivors of torture at risk of being turned away at U.S. ports of entry and sent back to situations where they would likely be tortured or face other persecution, in contravention of U.S. laws prohibiting such practices. Many CVT clients, survivors of torture who are separated from their families, have had their lives shattered by this Executive Order. Their hopes for family reunification in danger.
