From the Pennsylvania Health Access Network (http://www.pahealthaccess.org):
Most older adults and people with disabilities want to live at home. But the programs that would help them to live independently are severely underfunded. That means there is often no meaningful choice between living at home and living in an institution.
Not only do these programs provide at-home support with essential needs like bathing, getting dressed, and transportation; they create jobs. And investing in these programs also means ensuring that the workers who provide help to people in their homes, who are mostly women of color, are paid fairly, receive proper training, and are treated with respect.
The U.S. House of Representatives has already passed a bill that would make significant new investments in programs to help older adults and people with disabilities live independently, but the Senate has not yet taken a vote on the bill.
Senator Casey is already one of the key sponsors of the bill to invest in Home & Community Based Services in the Senate.
