Any day now, the Pennsylvania State House could vote on House Bill 637, dangerous legislation that would prohibit the Department of Environmental Protection (DEP) from regulating carbon pollution and block Pennsylvania from joining the Regional Greenhouse Gas Initiative, or RGGI.
HB 637 would not only stop DEP from finalizing its proposed regulation to limit carbon pollution from the power sector, but also prevent ANY regulation to limit greenhouse gases.

DEP’s final rule-making will lead to Pennsylvania’s participation in RGGI, a critical carbon-reduction program that will be essential in the fight to stabilize the climate.
Today, Pennsylvania is the fourth largest emitter of power sector carbon pollution in the U.S. Power plants are our largest source of carbon emissions in the Commonwealth, as we export over a third of our power to other states. In fact, our plants emitted more pollution in 2018 than all the plants in RGGI-participating states combined.
This is the biggest step Pennsylvania has ever taken to address climate change, and we need to ensure we get RGGI over the finish line.
