FAMM believes that incarcerated students should have the ability to pursue a college education while incarcerated. Why? Studies prove that college education is a cost-effective way to reduce reoffending.
Unfortunately, the current ban on Pell Grants for incarcerated students has severely limited the availability of college education in our nation’s prisons.
Thankfully, there is a bipartisan bill in Congress — the REAL Act (H.R. 2168/S. 1074) — that would restore Pell Grant eligibility to incarcerated students in state and federal facilities, allowing motivated people to seek self-improvement through a college education.
The restoration of Pell Grant eligibility to incarcerated students has received support from policymakers as diverse as Secretary of Education Betsy DeVos and House Education and Labor Committee Chairman Bobby Scott (D-Va.).
