On Jan 1, 2019 state legislators were sworn in for the 2019-20 legislative session. Among them are 43 new Representatives and 7 new Senators. Hopefully these freshmen will bring new energy, enthusiasm and a willingness to entertain and pass legislation on procedural rules reform, redistricting and other issues critical to the advancement of this Commonwealth and its citizens! Approximately 30 FDPA team members were at the Capitol to talk to legislators, provide information and encourage reform to the House procedural rules. Unfortunately, the majority of reform efforts were not successful on Day 1. However, Majority Leader Cutler (R – District 100 – Lancaster) has stated that he is open to future dialogue regarding rules reform. Also, Representative DiGirolamo (R- District 98 – Bucks) will introduce a resolution to make the rules adopted on January 1, 2019 temporary and to establish a committee to study and recommend House rules reforms. He has circulated a House Co-sponsorship Memoranda to his colleagues asking for co-sponsors. Click Here to read the memorandum. Reform of the House Rules is an issue that is key to making the legislative process more transparent, effective, efficient and inclusive of constituents and your fellow legislators. I ask that you please co-sponsor and support the resolution that Representative Di Girolamo (District 98) is introducing forming a bipartisan committee to study and recommend reforms to the House rules.
